The Battle Cry skill can be learned at Dawnsmoor in the Advanced Campaign.

Sea of Blood

The Battle Cry skill can be learned at Gafford in the Sea of Blood Advanced Campaign.

II - Tactics

Battle Cry is a good source of fatigue tokens for the hero who possess the skill, but other heroes will not often benefit from it. Heroes are rarely all next to each other except when they are placed next to the initial glyph of transportation.

Battle Cry becomes really powerful when it is combined with the Knight skill (something you can plan ahead in the Advanced Campaign). When the hero declares Battle, he can move half his speed (rounded up) and attack three times by spending only 1 fatigue instead of 2. Varikas the Dead is a whirling tornado of death with these 2 skills as it means doing the same for free each turn!
